Make a Google-maps based webapp to conduct searches on a user-generated database

Overview
Equalize Youth's wants to make a community-generated database of anonymous stories for LGBT youth. We organize these stories about growing up LGBT with geotags to each story, and want to enable visitors to the site to search stories by putting their zipcode.

We are now in softlaunch phase, and we're collecting stories about growing up LGBT from folks across the nation. We enable each of them to geotag their story through Geopicker, a google maps API that enables users to select a location on a map and then returns the geodata info to a contact form.

We are looking for a developer to help us in the next step: enabling access to these stories, and enabling visitors to search through zip code.

1) Users would visit the site, fill out form data, and select a location to attach to the story (like they do now)
2) Stories submitted gets queued for review. Reviewers must be able to log in and Approve or Disapprove each story submitted. After approval, users receive email with confirmation and links to edit and cancel the entry (craigslist style)
3) Once published, each story has a permalink that includes the state in the URL, for SEO optimization

And then...
4) Visitors are able to put a zipcode and then find the stories that are closest to them! Stories are displayed inside chat boxes in a grid, tile-like fashion, and expand on-screen.

We have a clear vision of how this will work, we we have mockups, and figured out how the front end will show the results. We need an expert to help us breathe code into this framework!
Responsibilities
Review requirements with detail, and ensure you understand the vision
Perform a technical analysis of requirements
Produce a solid, detailed technical design
Write clean, modular, robust code to implement the desired requirements with no supervision
Work to triage and fix bugs with rapid turnaround
Contribute ideas for making the application better and easier to use - we have been "eyeing" how things should work out and to have a expert input is a valuable plus
Experience
Please have experience with google maps and be able to provide me with a portfolio and code for review
Skills
Programming languages:
Ruby on rails, Cakephp or Django (python) - Back end
CSS3 HTML 5 - Front end
Education
What we need is someone has the skills, drive, and genuine interest in this project... with BA or no BA, etc...
Compensation
For now we are a self-funded initiative. This webapp we want to build will be our minimum viable product, and will serve as proof of feasibility for funders. Our budget is under 2K, but if we are not able to find someone through Startuply, we want help from you to submit this project to oDesk, elance etc in the best way possible. We want your help choosing the right person if you cannot work with our budget, because none of us is extremely technical.
